REDUCING CENTRAL GOVT EMPLOYEES RETIREMENT AGE FROM 60 TO 58-FINANCIAL EXPRESS

Age before duty: Babus to retire at 58 instead of 60

The move that comes at a time when the Seventh Pay Commission is mulling another sharp boost to the pay structure of the Centre’s 5-million-strong workforce is also aimed at creating the requisite space for lateral entry of technically qualified professionals into the government, official sources told FE.

The retirement age was last revised in 1998, when the then NDA government led by Atal Bihari Vajpayee raised it from 58 to 60 years. The last UPA government had reportedly considered enhancing the retirement age further to 62 just before the general elections, but dropped the move.

The superannuation age was increased from 55 to 58 way back in 1962.

The total wage and salaries bill of the central government, excluding PSUs but including the railways, rose sharply between 2008 and 2010 due to the revised pay scales (along with payment of arrears) implemented as per the Sixth Pay Commission’s proposals.

The wage bill rose from Rs 1.09 lakh crore in 2007-08 to Rs 1.4 lakh crore in 2008-09, and further to Rs 1.7 lakh crore in 2009-10, before the growth moderated to Rs 1.84 lakh crore in 2010-11. The government spent Rs 2.54 lakh crore in wages and salaries in 2013-14. The railways (with 1.4 million employees), defence (civil), home affairs, India Post and revenue account for more than 80% of the total spending of the Centre on pays and allowances.

Thanks to successive pay commissions, the salaries and other emoluments of government employees have, on average, more than doubled in every decade since independence even though lack of sufficient performance incentives is still considered to be a drawback.

A merger of 50% of the dearness allowance with the basic salary, likely to be part of the Seventh Pay Commission’s award, which is to implemented from 2016, is expected to hike the Centre’s wage bill by a third and strain its fiscal situation. In February this year, the government hiked DA to 100%, from 90%, benefiting both its employees and 3 million pensioners.

The Centre’s expenditure on pension stood at Rs 74,076 crore in 2013-14 and the estimate for the current fiscal is Rs 81,983 crore. However, growth in the outgo on pension is expected to moderate due to the National Pension System based on the concept of defined contribution, launched in January 2004. The NPS has been accepted by large sections of central government employees and most state governments have shifted their employees to the new system.

According to Madan Sabnavis, chief economist at CARE Ratings, reducing the retirement age will give the government an opportunity to outsource more jobs, including by bringing in people as temporary consultants, who will then have to be paid only a fixed salary but not pension or provident fund. Their salary component will then show up as administrative costs, rather than as wage bill.

The finance ministry is weighing the pros and cons of the proposal to cut the retirement age. The move, sources said, is also in line with the BJP’s manifesto, which had promised to rationalise and converge ministries, departments and other arms of the government, open up government to draw expertise from industry, academia and society and tap the services of the youth in particular to contribute to governance.

Subramanian, Task force on Leveraging the Post office Network on 27.11.2014 at Meghdoot Bhawan, New Delhi.


The Chairman of the Task force warmly welcomed the union leaders and explained how the postal network could be utilized in a positive manner. The interaction with the union side is mainly on the following points.

In the memorandum we earlier submitted, many service/business activities of the state governments and other departments of Central Government including private players that can be done by the Postal Departments have been mentioned. All the same were also emphasized in the meeting.

The Chairman asserted us that there will be no retrenchment elsewhere and instead more staff is needed to be employed especially in rural areas. Our view of increasing the work and staff also is positively taken by the Chairman. We requested him to suggest in its report to make the GDS as full time employee while optimizing the Postal Network.

Let us wait and see what it will propose and recommend.

REPORT OF DIAMOND JUBILEE CELEBRATION AT DWARKA (GUJARAT) ON 23rd & 24thNOVEMBER 2014.

NFPE Diamond Jubilee Celebration was held at Gobadiya Dham, Rukmani Nagar, Dwarks (Gujarat) from 23rd November to 24thNovember,2014.

The programme commenced with the flag hoisting . National Flag was hoisted by Com. M. Krishnan Secretary General Confederation of CGE&W and Ex. Secretary General NFPE. The NFPE Flag was hoisted by Com. Giriraj Singh President NFPE. After that homage was paid to the martyrs by offering flowers at martyr’s column by all leaders /Gusts and delegates.

In the forenoon CWCs of all affiliates i.e. P-III, P-IV,R-III, R-IV, Admn, Postal Accounts, SBCO & GDS were held  at the same venue which were addressed by Com. M. Krishnan Ex. Secretary General NFPE & Secretary General Confederation & by Com. R.N. Parashar Secretary General NFPE. It was also a historic event that at the same time and same venue the CWCs of all affiliates were held and addressed by all the leaders.
In the afternoon Open Session and Trade Union Seminar was held. Reception Committee welcomed & honoured all the leaders and Guests. Com. R D Purohit Working Chairman of Reception Committee & Circle Secretary P-III Gujarat delivered welcome speech. Com. R N Parashar Secretary General NFPE delivered introductory speech about the Diamond Jubilee Celebrations held throughout the country after commencement from New Delhi on 24.11.2013.

 Open Session was inaugurated  by Com. Sukomal Sen, Vice President , CITU and AISGEF . In his inaugural address Com. Sokomal Sen elaborately described the issues related to working class and policies of Central Govt. He stated that the present Govt. is totally pro-capitalist and anti working class and unleashing the onslaughts in various forms after coming in power contrary to the promises made by the Prime-minister Sri Narendra Modi during his speeches delivered in election campaign. He told that for the betterment of working class and to achieve their legitimate rights united struggle is only the way. So it is the need of the hour that all the workers should unite and fight against anti worker and anti people policies. The Trade Union Seminar and open session was also addressed by Shri Hiranmay Pandya, National Vice President B M S  who also criticized the anti Labour policies of Central Govt. which is evident from the recent various labour amendments  and he assured that BMS will fight all these anti worker and anti people policies unitedly with all Central Trade Unions.

The open session was also addressed by Shri Neelesh, son of Dwarka MLA Shi Pabhubha Manek who welcomed all participants and conveyed his best wishes for the success of the programme.

Com. Shiv Gopal Mishra, Secretary Staff Side National Council JCM, General Secretary AIRF. And Vice President HMS elaborately described all the issues to Central Govt. Employees and 7th CPC. He stated that the policies of Central Govt.  are not in favour of Working Class. He stated that in the convention of all constituents of N.C. JCM which is to be  held on 11th December, 2014 in Delhi, a programme of action will be decided to resist   the onslaughts on Central Government employees  and workers. He told that the Government is not ready to grant DA merger, Interim Relief and inclusion of GDS in 7th CPC alongwith some other demands. On the GDS issues he told very categorically that this demand will not be left unsettled.

In this Open Session and Trade Union Seminar the messages from Dr. G. Sanjeeva Reddy All India President  INTUC , Com.Gurudas Das Gupta General Secretay AITUC Shri Harbhajan Singh Sidhu, General Secretary HMS and Com. V A N Namboodri, Patron, BSNL Employees Union were read by Com. R.N. Parashar Secretary General NFPE, who conveyed their best wishes on this occasion as they could not participate in the same due to some pre-engagements.
The Session was presided by Com. Giiriraj Singh President, NFPE and Vote of thanks was given by Com. R.D. Purohit Circle Secretary P-III Gujarat Circle.
On 24th November, 2014  a Seminar was held on the subject “ India Post –Challenges and Opportunities” Shri S.K. Sinha , Member, HRD Postal Services Board , New Delhi was present as Chief Guest and he presented the Key Note address on the  subject. He elaborately described the challenges and Opportunities before the Department. Shri Ram Bharosa PMG Rajkot Region, Gujarat also addressed the seminar. The Reception Committee honoured both the officers by presenting flowers bouquets, shawls and mementos. Welcome address was given by Com. S.K. Vaishnav, Circle President P-III Gujarat Circle.

Measures taken by the Govt. to overcome the Inconvenience caused to Beneficiaries due to Shift in Treatment Policy of CGHS


With a view to plug the loopholes in the system, the Government decided on 25.8.2014 that only CGHS formulary medicines and those approved by Drug Controller General of India (DCGI) in India would be provided to beneficiaries under CGHS. The maximum period of issued medicines was also curtailed to one month instead of three months. It was decided ibid that only listed investigations/treatments at prescribed CGHS rates would be allowed.

The following measures have since been taken to overcome the inconvenience caused to the beneficiaries due to this shift in policy:

(i) The Government decided to adopt formularies of Ex- Servicemen Contributory Health Scheme (ECHS) and Employees State Insurance Corporation (ESIC) also in addition to the existing CGHS formulary.
(ii) A technical committee under Chairmanship of Special DG has been constituted to consider inclusion/exclusion of medicines/ investigation/treatment/procedures /implant etc.

(iii) A Group of experts has been constituted on 25.9.2014 to review CGHS formulary to avoid denial of essential medicines to CGHS beneficiaries and revising the formulary.

(iv) Instructions have also been issued to CMOs In-charge vide Office Memorandum No. 2-2/2014/CGHS/PPT/CGHS-P dated 1.10.2014 to use their discretion to supply essential medicines to CGHS beneficiaries even though they do not figure in the formularies of CGHS/ECHS/ESIC.
(v) The Government also extended further relaxation to the beneficiaries by switching back to the previous arrangement regarding time period of issued medicines i.e. 3 months for chronic disease and 6 months in case of visit abroad.

By when this scheme is likely to be implemented? these questions asked by the Hon’ble Member Shri Sukhdev Singh Dhindsa in Parliament today and the Minister of Defence Shri Manohar Parrikar replied as follows…

The principle of One Rank One Pension for the Armed Forces has been accepted by the Government. The modalities for implementation were discussed with various stakeholders and are presently under consideration of the Government. It will be implemented once the modalities are approved by the Government”.

Dear Colleagues,
National Council (Staff Side) JCM for Central Government employees demanded and submitted a memorandum on Interim Relief and Merger of DA to the 7th CPC and also to the Ministry of Fiance. A reply has been received by the Secretary (Staff Side) National Council (JCM) from Ministry of Finance which is indicative of a refusal of both the demands. The 7th CPC have so far not communicated to us the decision they have taken on the memorandum submitted by the Staff Side, National Council (JCM).
The NDA Government has adopted the same plea made by the UPA II Government to reject our demands.
From the steps so far taken by the BJP Government, it is unambiguous that they would be pursuing the neo-liberal economic policies with much more intensity than even the UPA Government. Having got a clear majority in the Parliament, they would be able to push through necessary legislations to pursue reforms. The outsourcing of Railway functions, privatisation/Corporatisation of Defence manufacturing units, increased FDI inflow in various core sectors of economy, dismantling of the administrative price mechanism, de-nationalisation efforts in the Banking, Insurance and coal sectors and above all the adherence to New Contributory Pension Scheme are some of the bold anti-workers steps taken by the New Government.
The National Council (Staff Side) when they met during October, 2014 at New Delhi it was unanimous opinion to pursue the issues through organizational methods. Accordingly, it was decided to hold a NATIONAL CONVENTION, eliciting the participation of the representatives of all Service organisations participating in the JCM to discuss the emerging situation and decide upon future course of action. Incidentally, we must mention that the JCM conceived as a negotiating forum has been made in-effective by the Government over the years by not convening its meetings periodically.
It was decided that the National Council Convention will be held at
Venue : MPCU Shah Auditorium, Sree Gujarati Samaj, Raj Niwas Road, Civil lines (Opposite Civil lines Metro Station), Delhi
Date : 11th December, 2014 from 12 noon to 16oo hrs.
150 Delegates from Defence Federations (INDWF and AIDEF) are permitted to participate.
Around 75 Delegates from INDWF have to participate and therefore all the Office Bearers and Working Committee members are invited to participate in the convention. Those who are participating are required to intimate to the undersigned so that the DelegatePasses/Badges on their names will be arranged to participate in the convention.
Treat this as an important matter which will decide the issues of 7th CPC (merger of DA and IR) as well as present trend of the New Government on the future of Central Government Employees particulars about Defence Civilian Employees.
